I agree, and stupidly this is only something I am beginning to do as a rule. With Girl 3 I shouldn't have accepted her 'rule' so easily. I obviously didn't want to throw my toys out the pram, more query why she is behaving in such a closed off manner, and then tell her that this is my rule and insisted on the kiss.
