Girls who get dolled up go for a night on the town do so at least in part because of a subconscious drive to find a mate. So it stands to reason that girls you encounter in this environment are in general more up for dating someone. The girls you accost on the street might like the idea intellectually but they are not in mating mode so their interest wanes.
