Do you really think you will be more comfortable in a one on one situation with this girl in a bar outside of the office or are you just telling yourself that? Personally for me talking to a work colleague (no matter how fit) about innocent work issues whilst at work isn't a big deal and would be less pressure than having the 'judgement' of a one on one encounter where there are other motives at play.
I'd recommend to overcome this you listen to the Blue-print and or read 'The way of the superior man' by David Deida.
I also think you should work on other options and not focus so much on this one girl. 3 months you say this has been going back and forth, you need to make something happen. If she's relatively fit then she's not going to be hanging around for long. Don't ask her out by e-mail, if you want a straight answer from her, do it face to face. You'll then know where you stand.
