If you check for places on Gumtree and try to find a private listing that's not through an estate agent you could negotiate not having to have a guarantor, otherwise its pretty much airbnb or knowing somebody who may have a room going.

I would guess he's probably going to have to learn at least a functioning level of English to be able to get about, otherwise the odds are pretty much against him.
