Just ask her out. Tell her you think she's cute and ask her if she'll come out for a drink, preferably that same evening to cut down on time to over think it and change their mind.

Play it down and make sure she doesn't feel like it's some really serious thing or that you want it to go anywhere, just chats to see if things might. Remember you should be as much judging her against what you want as she should be you.
